As the first issue of the OCPA Publication Series, the English version of this nicely designed volume was published in April 2004 in cooperation with the Culturelink Network. A French version is also available.

The publication contains:

• the description of the Observatory: background and justification, antecedents, fields of competence, objectives, expected results, functions and activities, products and services, etc.
• a presentation of the OCPA WWW Resource Centre: the general framework and the concrete achievements realized in the development of the OCPA web site since 2002.
